Our Legislative Reception was held on December 9th at NewBo City Market, bringing together credit union representatives and legislators from both the state and federal levels. These legislators represent thousands of credit union members across the Cedar Valley area and many are long-time members themselves.
During the reception, Justin Hupfer, CEO of PolicyWorks, summarized the Iowa Credit Union League's 2026 Legislative Priorities:
Modernize Public Funds Law: Iowa Code Chapter 12C outlines how credit unions accept and secure public deposits, but it hasn’t been updated in decades. Iowa credit unions support modernizing the statute to reflect current collateral practices and ensure strong protection of public funds.
Reform Iowa Towing Laws: Support updating the state’s towing and impound laws to ensure fair treatment for consumers and lienholders. Current practices create unnecessary costs and barriers to retrieving vehicles.
Opposing State Interchange Changes: Oppose state-level efforts to change interchange rules. Exempting sales tax from interchange should remain a federal issue, not a state one.
Support Smart Regulation for Digital Assets: Support a state regulatory framework for digital assets following the 2025 GENIUS Act, which gives states authority over stablecoin guidance. The goal is to encourage innovation while ensuring clear compliance standards, strong consumer protections, and a competitive environment that enables credit unions to responsibly meet members’ evolving financial needs.
Several legislators shared their own experiences and voiced support for these issues, recognizing the challenges they create for Iowans. They expressed enthusiasm for working with credit unions and their constituents to develop solutions.
